Message from the SiPS 2020 Conference Chairs

This year on a totally different format, we welcome you to a virtual Coimbra, in a virtual Portugal, and Instituto de Telecomunicações, a partnership of nine institutions including the University of Coimbra, developing research in the fields of signal processing, telecommunications and multimedia. This year, you all are part of the 34th (virtual) SiPS meeting!

This volume contains the papers presented at SiPS 2020, the 2020 IEEE International Workshop on Signal Processing Systems. The papers in these proceedings cover a broad range of topics on design and implementation of signal processing systems, including machine learning for signal processing and systems for multimedia and telecom applications. The theme for the 2020 meeting is ‘Towards Intelligent and Energy-Efficient Signal Processing Systems’. We would like to thank the organizers of the two special sessions: Philippe Coussy, CNRS & Université de Bretagne-Sud, France, Boris Karanov, Nokia Bell Labs & University College London, UK, Filipe Ferreira, University College London, UK, and Satyajit Das, Indian Institute of Technology Palakkad, India. With the 91 contributed and 10 special session papers, the 101 submissions each received at least three reviews. Of these, 52 papers were selected for the SiPS 2020 program.  The selected papers were organized into virtual sessions with 10 papers in the two special sessions and 42 papers in the five regular oral sessions, this year presented in the form of pre-recorded videos with online Q&A. From the latter, 4 papers, also included in the proceedings, were selected for the PhD Forum, a novelty at SiPS 2020 that introduces a discussion forum with a virtual moderator and a panel of experts, open to the community. The acceptance rate of contributed papers was 46.2%. The 10 reviewed special session papers do not affect the acceptance rate per IEEE Signal Processing Society (SPS) policy. Due to time constraints in the workshop program, some quality papers could not be accepted. We are grateful to all authors who submitted papers to the workshop. SiPS wouldn’t have been possible without them!

We would like to thank the three keynote speakers: Luca Benini from the University of Bologna and ETH Zürich, Vivienne Sze from MIT, and Shilpa Talwar from Intel US. We are also grateful to the technical program committee members and additional reviewers for their hard work in ensuring the quality of the program. We would also like to thank our conference sponsors, the University of Coimbra, the University of Lisbon, Instituto de Telecomunicações, INESC-ID and Springer. In particular, we publicly recognize our appreciation to Springer and the Journal of Signal Processing Systems for sponsoring the Bob Owens Best Paper Award, a tradition in continuation of previous editions.

The 2020 SiPS workshop is the 34th in this series. SiPS started in 1982 as a biennial event of the IEEE Acoustics, Speech and Signal Processing (ASSP) society, now known as the IEEE Signal Processing Society. The initial name was the IEEE VLSI Signal Processing Workshop. Since 1992, the meeting has been held annually and moves among the Americas, Europe, and Asia. In 2018, SiPS took place in Cape Town, South Africa, for the first time. In 1997, the scope of the workshop was expanded, and the name was changed to the current IEEE International Workshop on Signal Processing Systems.  The SiPS workshop is organized annually by the Design and Implementation of Signal Processing Systems Technical Committee (DISPS) of the IEEE Signal Processing Society and is sponsored by both the IEEE Signal Processing Society DISPS TC and the IEEE Circuits and Systems Society Technical Committee on Circuits and Systems for Communications (CASCOM).
